Seriously?
It's not unusual for countries in our part of the world not to have a complete census for one reason or another. I remember watching a report on India's census and how it excludes many of the slumdogs, the shanty towns, the ones living around garbage dumps and the Ganges and other such communities. There's probably more people missed off India's census than live in the whole of Pakistan. So whilst it's not ideal, it's not unusual in that part of the world.
1) Would love to see a link to that report. 2) given Pakistan hasn't conducted a census in almost 2 decades (and the previous 2 decades b4 that), it is far from normal to hear that govt agencies afraid to conduct a census due to law and order issue, it is very unusual.
Census is happening in stages. It's only being done in most of FATA so it might still happen in North & South Waziristan. That being said I won't be surprised if it doesn't happen. Whether it is because of security issues or simply because the government doesn't care enough for Waziristan who knows.
According to ISPR, Waziristan has been cleared of terrorists and said terrorists' backs have been broken(a claim that was a mainstay on news channels here for months) so where are these law and order issues stemming from? I doubt the local community poses much threat given the heavy military presence so what is it? Has ISPR been lying all this time? (That was a rhetorical question, in case someone jumps in with an answer)
The ISPR is a propaganda machine on the same level as many army dictatorships whose sole aim is to glorify the elite of the army.

Don't people know about the lawless lands of Pakistan. In these FATA areas the Pakistani law doesnt apply when you once go off road, thus its very dangerous to do census here. Our city people are so jahil they wont open the door without a male presences at home. SOme dont like it when too many questions are asked, so one would wonder what would happen in areas like FAta. Its not about terrorism, even if the terrorists backs have been broken, does Pakistani law protect its citizens over their?
None of that applies to the army and in Waziristan, the army is running the show. Even if the laws don't apply, no one can out-brute-force the army there. Remember it's the same army that blew up an entire market there as revenge for one of said market's owners wronging them in some way.
